1. Today, we gather for a significant event – the Launch of the NonCitizen Segment on the MyGovernment Portal (Portal RAI). This is not merely the unveiling of a portal, but a progressive step forward in the Government’s effort to reform the digital delivery of public services for foreign nationals who will be arriving in and residing in Malaysia. It aims to ensure services that are more efficient, responsive, and inclusive. This initiative is in line with the MADANI Government’s vision — prioritising the well-being of the people and the sustainability of national competitiveness. The launch of Portal RAI is also timely and aligned with Malaysia’s role in the ASEAN Chairmanship 2025.

2. My highest congratulations go to the team from the National Digital Department (JDN) and the Ministry for their tireless collaboration in developing the digital content and services for Portal RAI, and for making today’s launch ceremony a success.

MYGOVERNMENT PORTAL

3. The MyGovernment Portal serves as the main gateway of the Government of Malaysia in delivering public services and information digitally. It provides convenient and faster access for citizens, businesses, and foreign visitors to a wide range of government services. The MyGovernment Portal was approved by the Prime Minister in the National Economic Action Council Meeting in December 2024. 4

4. Portal RAI is a dedicated segment under the MyGovernment Portal specifically designed for non-citizens (foreign nationals) to access government information and digital services when dealing with the Government of Malaysia — whether for the purposes of visiting, studying, working, residing, or investing in Malaysia.

5. As the Chair of ASEAN 2025, Malaysia is committed to leading regional digital transformation. The launch of Portal RAI stands as a symbol of the nation’s commitment to making digitalisation a driver of inclusive development — for both citizens and non-citizens alike.

KEY SUCCESS FACTORS OF THE MYGOVERNMENT PORTAL

6. The Ministry of Digital, in collaboration with the National Digital Department, officially enforced the Data Sharing Act 2025 [Act 864] on 28 April 2025. The primary objective is to build a seamlessly connected Government through strategic data sharing — to deliver direct benefits to the people and stimulate national economic growth, while safeguarding national security and protecting individual privacy.

7. Artificial Intelligence (AI) has also been developed as an interactive tool to enhance digital services for customers. With AI, we are able to accelerate data processing, strengthen analytics capabilities, and improve the efficiency of service delivery to the public. To ensure the adoption of AI is efficient and ethical, the Ministry of Digital, in collaboration with the National Digital Department and MDEC, has published the Public Sector AI Adoption Guidelines on 27 5 February 2025 as a reference for implementation.

8. In line with customer-centric service delivery, the National Digital Department has also developed the MyGOV Malaysia platform — a One-Stop Mobile Digital Government Application that is revolutionising how the public interacts with the Government. All Ministries are encouraged to participate and contribute information and services through the MyGOV Malaysia platform to help realise its full potential. We are committed to ensuring that all Government digital information and services for the public are accessible through the MyGOV Malaysia Mobile Application and the MyGovernment Malaysia Web Portal Application.

IMPORTANCE OF SERVICES FOR TARGET GROUPS

9. The launch of Portal RAI today reflects Malaysia’s openness to the world. This portal promises to offer services that are systematic, transparent, and customer-friendly. It positions Malaysia as a preferred destination for education, investment, and strategic collaboration in the eyes of the international community.

10. Portal RAI has been developed as a digital one-stop centre for noncitizens who wish to engage with the Government of Malaysia — whether to visit, study, work, reside, or invest.

11. Information and services are organised into six main clusters as follows:

a. Enter – Information on entry into Malaysia

b. Visit – Tourism guidance and visa-related matters

c. Study – Educational opportunities

d. Work – Employment and permit information

e. Live – Daily services and living in Malaysia

f. Invest – Investment opportunities and government incentives

12. This portal promises a user-friendly experience, with easy navigation and a design driven by user feedback — especially from the targeted non-citizen groups.

13. With faster, easier, and more comprehensive access, we are not only enhancing the effectiveness of public service delivery, but also elevating Malaysia’s image as a preferred destination for investment, tourism, and education in the region.

14.A centralised portal guarantees equal access to information, applications, and approvals — without discrimination based on personal connections or backdoor channels. 15.Portal RAI stands as a symbol of the Government’s commitment to elevating the quality of public service in line with current customer expectations. We no longer want siloed approaches. We aspire to deliver services that are integrated, fast, and consistent.

16. Once again, I would like to express my sincere appreciation to all Ministry and agency leaders who have demonstrated strong commitment and collaboration in realising the implementation of this portal — a cross-ministerial effort that requires coordination and the courage to embrace change. This effort must continue, ensuring that the information and services delivered remain up-to-date and relevant at all times.

17. I urge all Ministries and agencies that own information and services (business owners) to continue strengthening collaboration, enhancing content, and driving innovation based on user feedback.

18. In conclusion, I sincerely hope that the launch of Portal RAI today will serve as the primary gateway for foreign nationals to engage with the Government of Malaysia — enabling interactions that are fast, efficient, and transparent, ultimately fulfilling customer satisfaction.

19. I am confident that with the collaboration of all public sector agencies, private entities, academia, and the community, the delivery of Government services will be significantly enhanced. The commitment and dedication demonstrated clearly prove that digital transformation is no longer an option — it is a national imperative. This portal marks an important step towards realising the aspirations of Malaysia MADANI as a nation that is globally competitive.

20. With that, it is with great pleasure that I hereby officiate the Launch Ceremony of the Non-Citizen Segment of the MyGovernment Portal (Portal RAI).
